What do suggest doing?

Hi there, 
I have been  teaching English in Egypt for a while, for different ages and different levels ( in most cases, they learn English for purposes like getting a promotion in their work, or to find a job after graduation )
And I am facing a problem since i started the career and seems that it's inevitable,
Any group that starts the course are passionate towards learning, you know a new experience, but after a while they lose passion and their progress tends to slow down over sessions,after sometime , they become busy working or studying at their university and eventually not studying English as supposed. i have TEFL certification and i have tried nearly all the possible solutions, activities, competition, active learning, inductive approach, but seems that those solutions are only temporary, they delay the process rather than solving the problem, from my observation for different activities, i have come to conclude that it may be a problem with the Egyptian culture itself,  the mindset, They suffer from procrastination, and apparently, procrastination results in losing passion
So, I need your help and advise, any new metods or suggestions, and if it's a cultural problem, how could it be solved ? Thanks !
